Dr. Bailey is a member of the College of
Optometry faculty at the University of Houston in Houston, Texas. He
has been a member of the TERTC faculty since its inception.
In addition to his attending faculty
duties in the University Eye Institute, Dr. Bailey is the course master
for the Community Health Optometry course that covers topics in public
health, epidemiology, ethics, and professionalism. He is a past-chair
of the Ethics and Values Committee of the American Optometric
Association (AOA), and is currently a member of the Judicial Council of
the AOA. He is the current Chair of the Vision Care Section of the
American Public Health Association (2005-2006). Dr. Bailey joined the
University of Houston faculty twenty-five years ago following ten years
in the private practice of optometry in Charlotte, North Carolina and
graduation from the School of Optometry at Indiana University. He
followed his optometric education with a one year post-doctoral
fellowship at the Gesell Institute of Child Development in New Haven,
Connecticut.
Dr. Bailey has had an interest in
international optometry, practice, and education for many years. He has
made numerous presentations to the Asia-Pacific Optometric Congress
since 1991. He was a presenter to the Third World Conference on
Optometric Education held in Cologne, Germany in 1998. He was an
invited lecturer to the Affordable Vision Correction Conference at the
University of Oxford, Oxford, England in 2004. He has addressed the
Latin American Congress of Optometry in Cartagena, Colombia, the
Indonesian Optical Association in Jakarta, Indonesia, and spoke on
Ethics and Professionalism in Optometry at the First International
Congress of Optometry and Community Health at the Universidad Luterana
de Brasil – ULBRA in
Porto Alegre, Brasil. More recently he was invited to present at the
XI Congreso Internacional
de Optometria in Bogota,
Colombia.
Dr.
Bailey has also spoken in a number of continuing education venues within
the United States. He has visited schools of optometry in Colombia,
Brazil, Mexico, The Netherlands, England, Wales, Germany, Spain, the
Soviet Union, Korea, Japan, Hong Kong, Indonesia, Australia, and
Thailand. He held a World Council of Optometry Fellowship at the
Rhamkahaeng University School of Optometry in Bangkok, Thailand for one
semester in 2003. In addition, Dr. Bailey has made poster presentations
at different optometric meetings. He has published articles from
adverse ocular conditions, optometric education methodolgy, and public
health to professionalism and ethics.
In addition to those positions mentioned
above, Dr. Bailey has been a member of and served on committees of the
World Council of Optometry, where he is currently a member of the Legal,
Legislative, and Standards Committee. He is a Diplomate of the Public
Health and Environmental Vision Section of the American Academy of
Optometry. He has also been active over the years in civic and
philanthropic organizations within his home community.
